Catholic Relief Services Vacancy : Monitoring & Evaluation Director

Catholic Relief Services (CRS) is recruiting for the position of a Monitoring & Evaluation Director. It was founded in 1943 and works in over 100 countries globally. CRS was invited to establish a presence by the Nigerian Conference of Catholic Bishops in 2000 and has been one of the strongest PEPFAR partners in the country implementing HIV/AIDS projects since 2004 with an annual budget of approximately $35 million. CRS prioritizes capacity building fer local partners as a means of ensuring sustainability of interventions across sectors. CRS has a strong regional team including three Regional Technical Advisors focused on HIV/AIDS and Monitoring and Evaluation who provide technical support to CRS Nigeria program.

Job Title: Monitoring & Evaluation Director

Job Responsibilities
  • Monitoring & Evaluation Director (MED) willl be responsible for all monitoring. evaluation and reporting activities under the SMILE project.
  • She/he will work in collaboration with the ministry of Federal and project States Ministries of Women Affairs and sub-grantee organisations to develop and manage the Project's Performance Monitoring Plan (PMP). The MED will develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program,
  • She/he will conduct supportive supervisory visits to States/LGA and sub-grantees to observe, monitor, provide guidance and quality feedback on the use of OVC data and indicators; analyze monthly data and support training of M&E personnel in quality assurance methods. The MED work liaises closely with the Strategic information partner and any local organizations identified to implement M&E aspects of the program. The MED will be based in Lokoja, Kogi state with frequent travel to project states/sites.
Key Working Relationships
  • SMILE Consortium staff, FMWA&SD, State and LGA OVC staff and Sub.grantee M&E staff
Requirements
  • Masters-level degree in social science, public health or another relevant discipline; PhD preferred
  • Minimum 10years M&E experience in the field of HIV/AIDS
  • Knowledge of and interest in OVC issues in Nigeria with OVC M&E experience strongly preferred
  • Demonstrated experience in providing technical assistance to national and local government as well as to non-governmental organizations
  • Demonstrated experience in facilitating meetings with broad groups of stakeholders representing the government, international donors, universities and institutions, programs, communities, and health facilities
  • Demonstrated skills in training and capacity building through technical assistance and mentoring. This includes strong skills in public speaking, and delivering trainings and workshops
  • Demonstrated quantitative skills, including use of statistical packages such as SPSS, EPI-INFO, STATA including Microsoft Excel, arid skills in analyzing, interpreting and communicating information to a variety of stakeholders
  • Strong writing skills and experience in reporting to international donors, including the US Government
  • Willingness to travel within Nigeria about 60% of the time
